The four leaders rejected unilateral measures on the Nile, backed Sudan's unity and rejected parallel entities, and opposed recognition of Somaliland. The declaration does not name Ethiopia.

Soldiers searching for weapons entered the Kigonze camp near Bunia, thousands fled, and an eight-bed Ebola transit centre there burned. AP quoted a senior UN official as saying soldiers burned the camp. A ruling-party official was beaten to death in Butembo after an Ebola radio appearance, his party says. Africa CDC warns that falling case counts may reflect disrupted surveillance.

Somalia's electoral commission says President Hassan Sheikh Mohamud's party won 67 of 89 Galmudug assembly seats. One outlet reports it also won 78 of 99 in Hirshabelle. The party that won the court case in Galmudug was kept off the ballot.

Ethiopia closed its embassy in Asmara and expelled 10 Eritrean diplomats, and Eritrea cut all ties. Egypt and Ethiopia then each expelled one diplomat. Egypt hosts Eritrea, Somalia and Sudan's leaders on Sunday.
